About the Job    

The overall purpose of this role is to provide effective leadership ensuring children and young people (0-25) with an Education, Health & Care plan have access to inclusive and appropriate education so they can achieve positive outcomes enabling them to lead successful adult lives. This will be achieved by promoting holistic working across Education, Health and Social Care, ensuring that the statutory duties for children and young people with SEND are discharged effectively.

 

This is what we need you to do...

  • Lead an effective EHCP Service which supports settings and individuals to achieve the best outcomes for children and young people
  • Develop strategic development plans which reflect government directives, legislation and local needs and enables the continuous review of impact and priorities to improve outcomes
  • Ensure strong partnership working with a range of colleagues, professionals and parents to ensure that holistic approach is taken to meeting children’s and young people’s needs on a strategic and individual basis
  • Manage, monitor and evaluate the quality of SEND casework service with regard to statutory requirements and timeframes, addressing any issues of compliance and ensuring services are child centred and outcome focused, regardless of internal or partnership structures
  • Manage and monitor High Needs and Transport budgets to ensure that funding is used effectively and efficiently and that budgets are managed within finite budget limits
  • Monitor the quality, effectiveness and value for money of provision and use to develop strategies improving effectiveness of policy and practice
  • Ensure that there are effective policies, practice and procedures in place to provide appropriate, safe and cost effective travel arrangements for children with SEND to access education in line with statutory duties
  • To create an aspirational culture for children and young people which promotes independence, personalisation and co-production throughout education and travel arrangements
  • Develop and implement data collation models to track trends and forecast SEND needs across the county to ensure the effective use of resources in achieving agreed outcomes for young children with SEND
  • Work closely with schools and other educational settings (pre-school, mainstream, academies, special schools and attached centres) on all aspects of SEND provision

 

Experience

  • Significant experience of working within the education sector
  • Significant experience of effective leadership and influence, including development of cross-service issues and opportunities
  • Significant experience of leadership of change
  • Experience of multi-agency working and working across organisational boundaries and with parents; including chairing of multi agency meetings
  • Experience of developing innovative and creative solutions
  • Experience of effectively managing statutory processes
  • Significant budget and resource management experience

 

Knowledge, Skills and Understanding

  • Substantial knowledge and practical interpretation of education and SEND legislation, guidance and best practice, local developments and strategic priorities
  • Knowledge and understanding of effective and robust procurement and commissioning processes; including contract management
  • Ability to think and plan strategically, creating an inclusive/enabling response to meeting the needs of children with SEND
  • Ability to provide effective support and challenge to senior leaders in educational settings and other professionals
  • Knowledgeable about effective provision for CYP with SEND and able to question and challenge inappropriate or ineffective provision (including knowledge of countywide support services and resources)
  • Proven skills in leading effective involvement and partnership work with stakeholders, (including parents, young people, families, voluntary & private sectors and partner services) to develop and improve service provision
  • Excellent communication skills, both written and verbal at all levels
  • Able to develop proactive and effective partnerships and multi agency working to achieve joint outcomes and take a holistic approach
  • Ability to use data intelligence effectively to target resources and monitor service effectiveness
  • Effective budget management skills
  • Negotiating and influencing skills
