Purpose of the Job

Responsible for the effective delivery of a portfolio of designated projects up to £30
million in value. The post holder will assist in the development of project
programmes, lead and manage a team of construction professionals and contractors
to develop project briefs in accordance with agreed procurement and contract
guidelines; developing such briefs into detailed projects to be delivered in
accordance with programme, cost and quality parameters.
The post holder will take on the role of Project Manager and undertake the full range
of responsibilities as defined by the various forms of contract.
The post holder will liaise directly with other members of the Capital Commissioning
group to ensure that key information and performance data is prepared and relayed
to the Team Leader at the appropriate time.
Where appropriate the post holder will act as the principal client officer in the delivery
of each project taking on the role of client representative, and customer/user liaison
as required during the execution of the project.

Main duties will include:

· Co-ordinating and instructing site inspectors
· Agreeing commissioning and testing procedures
· Agreeing defects reporting procedures
· Ensuring that project documentation is issued to the client
· Issuing certificates of practical completion and interim certificates
· Carry out periodic site visits and inspections as required
· Collating and issuing schedules of defects
· Issuing the certificate of making good defects
· Issuing the final certificate

To work in conjunction with the senior officers and other staff within the section to
monitor the progress and viability of projects during their lifetime, recommending and
making such changes as necessary to ensure that business requirements and
resource availability are reconciled.
Within the post holder’s area of responsibility to ensure that all matters regarding
project health and safety, including compliance with the CDM Regulations, are
properly addressed in accordance with relevant legislation and best practice.

Manage and undertake assigned projects, ensuring that agreed outcomes are
delivered on time, within budget and to the expected standard.

Provide services that are fair and accessible to all, challenging existing practices that
support the traditional culture and promote the Customer First proposition across the

service needs and working together with users to meet those needs.

Manage delegated budgets for a portfolio of projects in accordance with parameters
determined by the Group Manager Capital Delivery and Commissioning.

Management / Supervisory responsibility for up to 15 external construction
professionals and contractor staff at any one time, including project assigned internal
quality inspectors (clerk of works).

Ensure that external and internal staff assigned (directly and indirectly), understand
the priorities, objectives and policies of the Council, Department and Division and are
able to successfully implement decisions.

The contract administrator will monitor and manage performance of the project team
members and the project outcomes, taking corrective action to achieve the agreed
targets for each project.

Responsible for setting clear objectives for these staff, and annually review
performance against these objectives.

Foster teamwork involvement with staff to increase performance. Create an
environment for ideas and innovations to be explored and work practices challenged.
Encourage staff to meet their full potential.

Make sure that full confidentiality is respected by all staff.

General Accountabilities and Responsibilities

relevant to your post.

Comply with the Data Protection Act 1998 (all employees of the Council will not
disclose or make use of, for their private advantage, any information held on manual
or computer records, which are not available to the public, however acquired).

Take responsibility for continuing self-development and participate in training and
development activities.
