Purpose

To provide professional advice to the assigned Scottish Water, Scottish Power and Multi Utility contracts on all HSEQ matters.

To work alongside Managers of all levels in helping to develop local strategies to ultimately reduce accidents, incidents and environmental risks.

This post holder will offer expert knowledge and skills in order to generate and promote a positive health and safety culture. This represents a key role in supporting the Scottish contracts to identify and control, so far as is reasonable, health and safety risks.

 Key responsibilities

  • Maintaining compliance with health and safety legislation, keeping up to date with UK and EU regulations and legislations and any developments that affect the works stream of each contract;
  • Implementing health and safety policies and procedures to continually improve the impact of the Company;
  • Ensuring and assisting the Managers within the contracts to understand their responsibilities for managing the Health & Safety of their teams;
  • Ensuring and assisting the Managers within the contracts to understand their responsibilities for managing document control and contract execution in line with the group quality management systems;
  • Authority to stop operation if there is a Health & Safety Quality or Environmental risk and to instruct Company  managers to carry out remedial actions where legal or best practice non-compliance is identified;
  • Undertake 10 site inspections to include one depot health and safety audit per month to check policies and procedures are being properly implemented, identifying areas for improvement, resolving health and safety problems and ensuring necessary changes are instigated in support to the contracts;
  • Monitor CAT downloads ensuring team’s data is downloaded monthly and performance is briefed back to each team by the HSEQ Advisors and Supervisors;
  • Provide support and cover to the HSEQ Advisor within the contracts;
  • Assess the contents of HSEQ Advisor’s inspection reports for accuracy and quality; where appropriate discuss with HSEQ Advisors and set targets for improvements.
  • Undertake trend analysis for accidents, incidents, site inspections and near misses for each contract, providing monthly reports for each contract to the HSEQ Manager;
  • Generate and drive new ideas; identifying alternatives to traditional methods.
  • Ensure all accidents, incidents and near misses are correctly reported and lead all investigations in accordance with company policies and procedures;
  • Promoting and encouraging new Health & Safety Representatives and developing their skills and competencies;
  • Attending appointed client and contract meetings;
  • Attending functional HSEQ forums;
  • Participate as a team member to achieve client, company and regional objectives; and
  • Deputising for the HSEQ Manager when necessary

                                                                                                                                                                                                                                        

Person Specification Requirements

 NEBOSH or equivalent Level 3/4 National Certificate in Occupational Safety and Health

  • Relevant CSCS card
  • Computer literate and proficient IT skills
  • NRSWA  

 Knowledge / Skills:

  • Demonstrate a genuine interest and understanding of health and safety issues, relevant UK legislation;
  • At least 5 years’ experience working in a Health and Safety role;
  • Awareness of OHSAS 18001 and USAG;
  • Good organisational skills with the ability to prioritise work effectively innovate and work well under pressure.
  • Proactive & motivated person who will identify and promote Health and Safety improvements;
  • Have confidence, initiative, commercial awareness and excellent IT, organisational, team working, project management and communication skills;
  • Establish effective networks within the Company and with external clients and organisations;
  • Experience with utilities and construction sites; and
  • Ability to work as part of a team and to positively influence others.
